One of hundreds of municipal emergency notes issued across Republican-held Catalonia during the Civil War, this Olot peseta exists because the Republic's central supply of small coinage had effectively collapsed by 1937 — hoarding and wartime disruption had stripped fractional currency from circulation almost entirely. Local councils were formally authorized to fill the gap themselves.
Seix i Barral was primarily a book publisher, not a security printer. That a literary and commercial press in Barcelona was producing municipal fiduciary notes tells you something about how improvised the whole operation was.
