Oliana is a small municipality in the Alt Urgell comarca of Catalonia, and this note is a product of the extraordinary proliferation of local emergency currency — *moneda de necessitat* — that swept Catalonia between 1936 and 1939 as the Republican zone fractured into hyperlocal economic units. The Generalitat had authorized municipalities to issue their own fractional currency to address a chronic shortage of small change, itself caused by hoarding and the disruption of normal banking following the July 1936 coup.
Turró catalogues well over a thousand such issuers. El Secretariat Català in Barcelona printed for dozens of these small municipalities, which is why production quality on Oliana's notes is competent despite the issuer's size.
