Nalec is a village in the comarca of Conca de Barberà, Tarragona, with a population that has never exceeded a few hundred. During the Spanish Civil War, the Republican government authorized local municipalities — including the smallest — to issue their own emergency small change notes (moneda local) to compensate for the near-total disappearance of coins from circulation after 1936. Nalec took that authorization and produced what is essentially a stamped card.
Turró catalogues over two thousand of these municipal emissions. That this one gets its own entry says more about the obsessive completeness of Catalan civil war notaphily than about the note's complexity.
