Montclar is a tiny settlement in the Urgell comarca of Catalonia — population then as now measured in the hundreds. That a submunicipal administrative body felt compelled to issue its own currency in 1937 speaks directly to the catastrophic breakdown of the Republican monetary supply during the Civil War, when central authority over small denomination coinage effectively collapsed and thousands of local entities across Catalonia and Aragon filled the vacuum with emergency paper.

Printed by Figueres in nearby Tàrrega, which produced emergency notes for multiple surrounding communities that year. The official stamp functions as the sole security measure — a practical minimum for an issuer of this scale.
