Lucainena de las Torres is a village in the Sierra Alhamilla, Almería province, with a population that barely reached a thousand during the 1930s. Like hundreds of other Spanish municipalities, its council was forced to print emergency fractional currency after the Republic's small-change crisis of 1936 stripped local commerce of usable coin — silver and copper having been hoarded almost immediately after the war began.
Papelería Lacoste was a commercial stationer in Almería city, not a security printer, which is exactly what you'd expect from a village council working with whatever was locally available.
