The design is enclosed within a double rectangular border composed of dotted rules and interlocking circle ornaments forming the perimeter frame. Llorenç del Penedès is a small municipality in the Baix Penedès comarca of Catalonia, and like hundreds of similar towns it resorted to printing its own fractional currency in 1937 when the Republican government's coin supply collapsed almost entirely under wartime pressure. The Generalitat had authorized local councils to issue these *moneda local* notes the previous year, creating a patchwork of hyper-local scrip that was theoretically only valid within the issuing municipality.

Imprenta Sugrañes of Tarragona handled a significant share of the printing work for small Catalan councils during this period. The city would be heavily bombed by Italian aircraft based in Majorca beginning in early 1938, which disrupted much of the regional printing and administrative infrastructure.
