Libros is a village in the Teruel highlands — population a few hundred even in the 1930s — which makes this emergency municipal note one of the more geographically obscure examples of Spain's Civil War billetes locales phenomenon. When the Republican government's decree of June 1937 authorized municipalities to issue small-denomination paper to combat the catastrophic shortage of coin, councils from major cities down to isolated rural townships took the opportunity. Libros was among the smallest to do so.
The Gari Mon listing of two varieties (A and B) typically indicates a serial number or ink color distinction rather than a plate change — worth examining closely against the reference plates before attributing.
