Librilla is a small municipality in the Region of Murcia, and like hundreds of Spanish towns it resorted to locally issued paper during the Civil War to plug the catastrophic shortage of small change that hit the Republic from 1936 onward. The central government's inability to maintain a functioning fractional coinage supply forced municipalities, trade unions, and commercial enterprises across loyalist Spain to print their own emergency scrip — these emissions are collectively known as billetes locales de necesidad.
The Gari Montserrat catalogue remains the standard reference for these Spanish local issues, and the -B suffix here indicates a distinct variety within the Librilla 1 Peseta emission.
