La Solana is a municipality in Ciudad Real province, Castile–La Mancha, and this note was issued by its local council during the Spanish Civil War — one of hundreds of emergency fractional issues produced by Republican municipalities after the Nationalist uprising effectively froze the normal supply of small-denomination coinage. The Banco de España had suspended coin production, and local councils were legally permitted, then formally authorized by decree in 1937, to print their own emergency currency to cover everyday transactions.
These consejo municipal issues were strictly local in scope, redeemable only within the issuing town. The thick card stock was a practical choice — thinner paper deteriorated rapidly in daily use at the market level where these 1 peseta notes actually circulated.
