La Seu d'Urgell sits in the Catalan Pyrenees on the Spanish side of the Andorran border, and by 1937 the Republican-controlled municipality was printing its own emergency fractional currency because the civil war had effectively destroyed the supply of small-denomination coins. The Ajuntament issued these notes under the broad framework of Republican local emergency currency laws that permitted municipalities to fill the gap left by hoarded and melted coinage.

Turró catalogs this emission at #2372, placing it within the enormous body of Catalan municipal war issues — a category now seriously collected but long overlooked by mainstream Spanish numismatics.
