La Seu d'Urgell sits in the Catalan Pyrenees on the Spanish side of the Andorran border, and by 1937 the Republican-controlled municipality was printing its own emergency fractional currency because the civil war had effectively destroyed the supply of small-denomination coins. The Ajuntament issued these notes under the broad framework of Republican local emergency currency laws that permitted municipalities to fill the gap left by hoarded and melted coinage.
