La Romana is a small port city on the southeastern coast of the Dominican Republic, and in 1937 it had no business issuing currency — except that it had to. The Trujillo-era central banking apparatus had not yet unified circulation to the point where rural municipalities could always rely on adequate small change. Local councils across the country filled the gap with emergency fractional notes, most of which were authorized informally and circulated only within the issuing town.
The Consejo Municipal series from La Romana is among the scarcer Dominican municipal emissions of the period. Few survived; these notes were not saved, they were spent until they disintegrated.
