La Pobla de Montornès is a small municipality in the Camp de Tarragona, and like hundreds of Catalan and Spanish towns during the Civil War, it issued its own emergency scrip when the Republican government's currency system buckled under wartime pressure. The 1937 municipal issues were a direct response to the acute shortage of small-denomination coinage — silver and copper had effectively disappeared from circulation, hoarded or melted.
Turró catalogues this as #1912, one of thousands of locally produced notes from the 1936–1939 period. The thick card stock was a deliberate choice by many ayuntamientos: it survived pocket wear better than thinner paper and was harder to counterfeit with improvised means.
