Just Desvern is a small municipality on the immediate southwestern outskirts of Barcelona, and like hundreds of Catalan towns it issued its own emergency paper money during the Civil War after the Republic's metallic coinage essentially vanished from circulation. The Generalitat de Catalunya authorized local councils to print low-denomination notes to fill the gap, which is why so many of these township issues exist — and why they vary so wildly in print quality and survival rates.
El Secretariat Català handled a significant volume of these municipal commissions from Barcelona, which gives this note a cleaner production quality than many comparable rural issues. Turró 1297 is among the more traceable of the Just Desvern pieces precisely because of that printer provenance.
