Horta de Terra Alta is a small municipality in southern Catalonia, and like hundreds of similarly sized towns, it issued its own emergency fractional currency during the Civil War after Republican authorities authorized local councils to print small-denomination notes to ease the acute coin shortage of 1936–37. The Turró catalog documents over a thousand such issues; #1232 places this squarely in the middle of that sprawl.

At 35 × 30 mm, this is among the smallest physical formats in the entire wartime Catalan municipal series. The official stamp served as the primary authentication device — a practical solution when printing infrastructure was minimal and forgery of one-peseta municipal scrip was hardly worth the effort.
