Hinojares is a small municipality in the province of Jaén, Andalusia, and like hundreds of similarly sized Spanish towns it resorted to locally issued paper during the Civil War when coinage effectively disappeared from circulation. These ayuntamiento notes — produced under emergency decree authority granted by the Republican government in 1937 — were not printed by any professional facility. The Hinojares issue almost certainly originated from whatever printing or rubber-stamp resources the local council had on hand, which is why the thick card stock substituted for proper banknote paper.
The official stamp is the sole security feature, and even that offered little real protection against forgery in a town where everyone knew everyone.
