Garcia is a small municipality in the Ribera d'Ebre comarca of Tarragona, and this note is one of hundreds of emergency fractional issues produced by Catalan town councils during the Spanish Civil War after the Republican government's 1936 decree authorizing local authorities to print their own small-denomination currency to address the acute shortage of coin. The Consell Municipal — the revolutionary council structure that replaced traditional local government in Republican territory — functioned as the issuing authority.
The sole security measure was a municipal rubber stamp, applied by hand. Forgery was theoretically possible but economically pointless given the hyperlocal circulation and face value involved.
