Fortuna is a small municipality in Murcia, and like hundreds of Spanish towns during the Civil War, its ayuntamiento issued emergency fractional paper money when Republican-zone copper and silver coinage effectively vanished from circulation in 1936–37. These local issues — collectively catalogued under the billetes locales or cartones — were authorised under desperate practical necessity rather than any formal monetary framework, and their acceptance rarely extended beyond the issuing municipality's own market.

The Gari Montaner cataloguing system remains the primary reference for Spanish Civil War municipal issues, though surviving population data for Fortuna-specific pieces is thin. Condition problems with this series typically stem from the poor-quality wartime paper used across virtually all Murcian local emissions.
