El Toboso is a small La Mancha village that owes its fame almost entirely to Cervantes, who made it the home of Dulcinea in Don Quixote. Whether the municipal council appreciated the irony of issuing emergency paper money in a town built on a fictional love letter is another matter. During the Civil War, the Republican zone suffered acute small-change shortages from 1936 onward, and hundreds of municipalities — El Toboso among them — printed their own fractional notes rather than watch local commerce seize up entirely.
These consejo municipal issues were technically illegal under existing banking law but tolerated by necessity. Most were printed in tiny quantities and redeemed quickly, which is precisely why they vanish from the market.
