El Rourell is a tiny municipality in the Camp de Tarragona, and like hundreds of Catalan and Spanish townships it issued its own emergency fractional currency — "moneda local" — during the Civil War after the Republic's small-denomination coinage effectively disappeared from circulation by 1936–37. These local issues were a practical stopgap, not a political statement, though the Republican municipal councils that authorized them varied wildly in how professionally they approached the task.
Imprenta Solé in Tarragona handled a number of these small-town commissions in the province, which accounts for the shared visual grammar across several Turró-catalogued Tarragona-area notes. El Rourell's issue is among the more obscure in the sequence — surviving examples surface infrequently, reflecting a small original print run serving a genuinely small population.
