El Morell is a small municipality in the Camp de Tarragona, and this note is one of thousands of emergency fractional issues produced by Catalan towns and villages during 1936–37 when the Republic's small change effectively vanished from circulation — hoarded, melted, or simply overwhelmed by wartime demand. The Generalitat de Catalunya formally authorized local bodies to fill the gap, producing what collectors now call "Guerra Civil" locals.
At the dimensions given, this is among the smallest paper issues in the entire Turró catalog. The thick card stock was a practical necessity — flimsy paper at that size would have disintegrated within weeks of active use.
