Consejo Municipal de Dolores was one of hundreds of Spanish Republican municipalities that issued emergency fractional currency during the Civil War after the central government's coin supply collapsed in 1936–37. These locally-produced notes — often called billetes de necesidad or vales — were purely utilitarian responses to a hoarding crisis that stripped small-denomination coinage from everyday commerce almost overnight.
Municipal issues from small Andalusian and Valencian towns in this period were frequently printed in tiny runs, used hard within the locality, and rarely exported beyond it. Survival rates are accordingly low, and the Gari Montserrat catalog remains the only serious systematic reference for this category.
