The Consejo Municipal de Dolores was one of hundreds of Spanish local councils that resorted to printing emergency fractional scrip after the outbreak of the Civil War in July 1936 effectively froze the circulation of small-denomination coinage. Republican-held municipalities across Catalonia, Valencia, and Andalusia faced the same problem: silver and copper had vanished from daily commerce almost overnight, hoarded by a population with no confidence in what was coming. Dolores, a small agricultural town in the Vega Baja del Segura, issued its own solution.

The Gari Monetary catalogue is the primary reference for this explosion of local Spanish Civil War paper, documenting issues from communities that, in normal times, would never have considered themselves capable of monetary emission.
