Cúllar-Baza is a small municipality in Granada province, and this note is one of hundreds of hyper-local emergency issues that flooded Republican-held Spain in 1936–37 when the central government's coin supply collapsed almost immediately after the war began. Small denominations disappeared from circulation as hoarding set in, forcing town committees, trade unions, and local Republican organizations to print their own fractional currency.
The dual issuing authority here is worth noting — Izquierda Republicana and the Casa del Pueblo's UGT chapter issuing jointly suggests a negotiated local arrangement between the republican party structure and the socialist union. Whether that cooperation lasted longer than the note itself is another question entirely.
