Ciutadilla is a village in the Conca de Barberà comarca of Catalonia with a population that barely reached a few hundred during the Civil War years. Like dozens of Catalan municipalities in 1937, the local ajuntament issued its own emergency fractional currency after the Republic's small coins effectively vanished from circulation — hoarded, melted, or simply overwhelmed by wartime disruption. These municipal issues, collectively catalogued under the Turró reference system, were produced locally with whatever materials were at hand, which accounts for the notably heavy stock on this particular piece.

Ciutadilla's issues are among the more obscure in the series — small print runs, limited distribution radius, and a short useful life before the Nationalist advance rendered them worthless.
