Cheste is a small municipality in the Valencia province, and like hundreds of Spanish towns during the Civil War, its local council stepped in to fill the coin shortage left by hoarding and wartime disruption. These emergency issues — known as billetes de necesidad — were authorized under Republican decree but produced entirely at the local level, which accounts for the variation in paper quality and the crude stamping that substitutes for any serious security measure.

The Turró and Gari catalogues between them document well over a thousand such local issues from the Valencia region alone. Cheste's entry is among the more obscure.
