Cervià de Ter is a small municipality in the comarca of Gironès, Catalonia, and this note is one of hundreds of emergency paper issues produced by Catalan local councils during the Spanish Civil War after the Republican government authorized municipal money in 1936–37 to address a severe shortage of small coinage. The peseta in metal had effectively vanished from daily commerce — hoarded, melted, or simply absent — leaving village councils to fill the gap with paper.

Turró catalogues this as #818, placing it within the dense cluster of Girona-province emissions. Production was almost certainly local, with no sophisticated printing infrastructure behind it.
