Berja is a small municipality in Almería province, and like hundreds of Spanish towns during the Civil War, its local council issued emergency paper money when the national currency supply collapsed in Republican-held zones after July 1936. These consejo municipal notes were improvised instruments — authorized locally, backed by nothing more than the issuing body's nominal authority, and accepted only within the immediate area.
The single security feature, an official stamp, was the only barrier against forgery. In practice, community recognition did more work than the stamp itself.
