Baza, a small city in Granada province, was held by Republican forces during the early stages of the Civil War, and its municipal council issued emergency fractional currency in 1937 to address the chronic shortage of small change that plagued the Republican zone throughout the conflict. These local emergency notes — known collectively as papel moneda de necesidad — were authorized under a Republican decree permitting municipal bodies to issue low-denomination scrip when coin circulation had effectively collapsed.

The Consejo Municipal series from Baza is sparsely documented, and surviving examples turn up rarely enough that condition tends to be secondary to mere availability.
