Baeza's 1 Peseta emergency note is a product of the monetary chaos that spread across Republican-held Spain within weeks of the July 1936 coup. As coin hoarding emptied local markets of small change almost overnight, hundreds of municipalities — Baeza among them — issued their own certificados or vale de canje with whatever printing resources were at hand. The legal basis was tenuous; the practical need was not.
The sole security measure is an official municipal stamp, which varied in placement and ink quality between printings — a known source of variation across the Gari Mon 217 series. Signed by the alcalde under the name Bellón.
