Artés is a small municipality in Bages, and like hundreds of Catalan towns during the Civil War, it issued its own fractional paper currency after the Republican government authorized local emergency emissions in 1936–37. The Generalitat's decree effectively deputized town councils as monetary authorities — not by design, but because the coinage shortage following the July 1936 uprising left ordinary commerce paralyzed.
Imprenta El Secretariat Català in Barcelona produced notes for multiple Catalan municipalities during this period, which sometimes makes individual emissions difficult to attribute without the Turró reference. The sheer number of issuing bodies — over 1,000 across Catalonia — means survivorship is uneven, and small-town emissions like this one were rarely saved in quantity.
