Arsèguel is a tiny municipality in the Alt Urgell comarca of Catalonia, and like hundreds of similar villages it issued its own emergency paper money during the Spanish Civil War when metallic coin effectively vanished from circulation. These hyper-local emissions — collectively cataloged under the "Guerra Civil" local issues — were often produced on whatever card stock or stationery was at hand, printed or handwritten by whoever in the village could manage it.
Turró 215 places this squarely in that documented series. The thick paper or card construction is typical of municipalities that had no access to a proper press and improvised with available materials.
