Arbeca is a small agricultural municipality in Les Garrigues, Lleida. Like hundreds of Catalan towns during the Civil War, it issued its own emergency fractional currency in 1937 after the Republic's coinage effectively vanished from circulation — hoarded, melted, or simply consumed by the war economy. These local emissions, collectively known as moneda local or paper de guerra, were authorized under the Generalitat de Catalunya's decree of September 1936, which gave municipalities the legal cover to plug the change shortage themselves.
Turró catalogues this as #164. Survival rates for Arbeca's issues are modest — small-town runs were short, poorly stored, and frequently destroyed after the Nationalist occupation ended their validity.
