Consejo Municipal de Agustín el Nuevo was one of hundreds of Spanish municipal bodies that issued emergency fractional notes during the Civil War after metallic coin disappeared almost entirely from circulation by 1937. These hyper-local issues — often printed on whatever card or paper stock was available — were produced without any central authorization and vary enormously in execution quality. The Gari Montllor catalog reference is incomplete here, suggesting this piece remains unassigned or provisionally listed.

Survival rates for municipal issues from small Andalusian and Levantine towns are low; many councils printed only a few hundred pieces.
