China's rationing coupons for edible oil persisted well into the reform era in many smaller cities and county-level municipalities, long after coastal urban centers had phased them out. Yizheng, a mid-sized Jiangsu city perhaps better known for its synthetic fiber industrial base than its grain administration, was still running a localized allocation system for cooking oil in 1991 — by which point national-level oil coupons had already been largely discontinued. Local grain bureaus retained authority to issue their own instruments, which accounts for the considerable variation in design, denomination, and format across Jiangsu alone during this period.

The official seal functions as the sole security feature, which was typical of county and city-level issues where sophisticated printing infrastructure was unavailable.
