Beschrijving voorzijde The obverse is set within an oval guilloche border framed by ornamental scrollwork, with the numeral '1' at left and right. A central vignette at the top displays an anchor and scales of justice flanked by elaborate arabesques. The main text in Cyrillic script reads 'ЈЕДАН ПЕРПЕР', with the issuing authority text above and signature lines for the President of the Main State Comptroller and the Minister of Finance below; serial number and series letter appear at the corners, with the date 'Цетиње, 25 јула 1914' at the bottom.

Beschrijving keerzijde The reverse is dominated by a dense repeated-text underprint covering the entire field with the words 'КРАЉЕВИНА ЦРНАГОРА' in continuous diagonal rows, serving as a security background. Centred in the upper portion is the bold Cyrillic heading 'КРАЉЕВИНА ЦРНАГОРА', beneath which the denomination 'ЈЕДАН ПЕРПЕР' appears in large letterpress type. Below follows a text stating the legal basis of issue and a warning against counterfeiting citing specific articles of the criminal code; the numeral '1' appears in each corner.

Montenegro's 1914 emergency issues were produced domestically in Cetinje under extremely constrained wartime conditions — the Balkan Wars had only just ended when the First World War began, leaving the treasury little capacity for anything sophisticated. The underprint is the sole security measure, a reflection of what local printing facilities could realistically manage rather than any deliberate policy of economy.

These notes circulated through the Austro-Hungarian occupation of 1916 and most did not survive intact. Paper attrition from that period is significant across the entire P#14 series.
