A suggestion of water appears beneath her feet, evoking her maritime dominion. The 1895 penny marked Victoria's transition to the "old head" portrait — her fourth and final obverse type — meaning this 1895 pattern piece documents the trial and rejection process that preceded that change. Pattern pennies of this period were struck in very small numbers for internal evaluation, never entering circulation. The Fman R19 rarity rating indicates fewer than twenty examples are recorded. BMC Eng#2066 places it firmly in the "extremely rare" category.
