Charles II's hammered coinage was a stopgap — struck immediately after the Restoration while the machinery and administrative framework for a proper milled coinage was being assembled. This third hammered issue sits in a narrow two-year window before the Tower Mint transitioned decisively to mill-and-screw production. Hammered silver pennies of this reign saw genuine circulation, primarily as Maundy money, a royal distribution tradition already centuries old by 1660.
