Finland's copper penni coinage under Nicholas II continued under the authority of the Finnish Senate, not the Imperial Russian treasury — a consequence of Finland's status as a Grand Duchy with its own monetary system, distinct from the ruble zone. The Helsinki Mint operated with considerable autonomy throughout this period, which ended abruptly when the 1917 revolution dissolved the arrangement entirely.
Production across this 21-year run was interrupted during the turbulent 1915–1916 issues, when wartime copper shortages began affecting mint schedules across northern Europe.
