Obverse description Central field features the elaborately interlaced Cyrillic monogram of Tsar Nicholas II (N II), composed of stylized letterforms rendered in a refined neoclassical manner. The monogram is surmounted by the Imperial Russian crown with cross finial, flanked by decorative ribbon scrolls extending to either side. A fine toothed border rings the entire obverse, and the flat field is otherwise devoid of legend, placing full compositional emphasis on the royal cipher.

Reverse description The reverse displays the denomination numeral '1' at the top of the field, followed by the inscription 'PENNI' in large, bold serif capitals occupying the central zone, with the four-digit date '1899' positioned in the lower field. The design is stark and typographic, relying entirely on lettering without any ornamental devices. A uniform toothed border identical to that of the obverse frames the entire reverse.
