Finland had declared independence from Russia in December 1917, but the civil war that followed in early 1918 left the new state's monetary arrangements unresolved for months. The Bank of Finland moved to establish a distinctly Finnish coinage only after the political situation stabilized, with these small copper pieces among the first issues produced entirely under Finnish authority rather than as continuations of Grand Duchy-era types.

Production ran across six years with relatively modest annual outputs — the 1924 date is notably scarcer than the earlier strikes.
