Tribhuvan's reign from 1911 was largely ceremonial — the Rana prime ministers held effective control, and the palace had little say over fiscal or monetary policy. These small copper issues were authorized under that constrained arrangement, struck during a period when Tribhuvan himself was essentially a political prisoner within his own court. He would later flee to the Indian embassy in 1950, triggering the collapse of Rana autocracy, but during the years this paisa circulated, none of that defiance was yet visible.
