| Obverse description | Uniformed effigy of King Taufa'ahau Tupou IV facing forward, depicted from the shoulders up in full military dress with epaulettes and a peaked cap, set against a deeply mirrored proof field. To the left and right of the effigy, two circular legends each read 'DECADE OF PROGRESS' enclosing the dates '1969' and '1979', commemorating a decade of national development. The legend 'TONGA 1979' appears in large raised letters along the lower portion of the rectangular flan. |

The legend 'F.A.O. TECHNICAL COOPERATION PROGRAMME' is inscribed in two lines across the upper portion of the field. The word 'PAANGA' appears twice in large individual letters arranged vertically along the left and right margins, denoting the denomination. |
