Issued as part of the United Nations Food and Agriculture Organization coin program, which ran through the 1970s and recruited dozens of governments to mint circulating pieces carrying agricultural themes as a form of soft-power public education. Tonga's participation was modest — this 1978 piece being among a handful of issues the kingdom contributed to the program.
Taufa'ahau Tupou IV had by this point consolidated considerable personal authority over Tongan economic policy, including direct involvement in development schemes that drew both admiration and criticism from Pacific neighbors.
