Tonga's National Reserve Bank was established only in 1989, making this a relatively early issue in an institution still finding its footing. The 1 Pa'anga carries up to four known signature combinations across its print run, reflecting genuine turnover in senior bank and government positions through the mid-to-late 1990s — Baron Vaea served as Prime Minister, and his appearance on currency signatory lines marks a period when constitutional roles in Tonga were still tightly held within the nobility.
De La Rue's involvement here is unsurprising; they had printed Tongan notes going back decades and held the relationship continuously through this period.
