Tonga's rugby program punched well above its weight in the 1990s, qualifying for the 1999 World Cup and consistently troubling larger Pacific rivals. The National Reserve Bank issued a run of commemorative silver pieces ahead of the 1999 tournament — this being among them, dated 1997 to allow distribution lead time.
