The Institut d'Émission des Départements d'Outre-Mer was created in 1959 specifically to issue currency for France's overseas departments — Martinique, Guadeloupe, French Guiana, and Réunion — following their constitutional integration as full departments rather than colonies. This note bridges two monetary systems: the face value reads simultaneously in ancien and nouveau francs, reflecting the 1960 redenomination at a ratio of 100:1, a transition the overseas territories shared with metropolitan France.
P#1 is the inaugural issue of the IEDOM, printed at the Banque de France's Paris workshops — the same facility producing notes for domestic circulation. Armanelli and Régnier were both senior Banque de France engravers working across multiple series simultaneously in this period.
