Obverse description The obverse features a large stylized numeral '1' in the center of the field, rendered in a bold outline format. Immediately above the numeral appears the State of Israel's emblem — a menorah flanked by olive branches. Encircling the design along the upper periphery is the trilingual denomination legend in Hebrew (שקל חדש), Latin (NEW SHEQEL), and along the lower periphery the issuer name appears in Hebrew (ישראל), Latin (ISRAEL), and Arabic (اسرائيل). The Gregorian year 1992 and the Hebrew year התשנ"ב are inscribed in the lower portion of the legend, flanking a small Star of David.

Reverse description The reverse depicts a stylized composition combining a set of scales of justice suspended from a crossbeam, superimposed over an arched gateway or doorway rendered in a geometric, modernist style, evoking both ancient Israelite architecture and the concept of judicial authority. Horizontal lines fill the lower portion of the design beneath the archway, suggesting steps or a platform. Along the upper field, the Hebrew legend עשו משפט וצדקה ('execute ye judgment and righteousness') curves above the central motif. Below and to the left appears the biblical citation JER. 22:3 in Latin script, while the Hebrew equivalent ירמיהו כ"ב,3 appears to the lower right. Along the bottom rim, the English translation 'execute ye judgment and righteousness' is inscribed in italic script.

This piece was struck under Israel's Coins and Medals Law, which authorizes the Bank of Israel to issue commemorative coinage independent of the circulating series. The 1992 program coincided with a period of significant monetary adjustment following the New Sheqel's introduction in 1986 — itself a corrective measure after the old Sheqel collapsed under inflation rates exceeding 400% annually in the mid-1980s.
