This piece belongs to Israel's long-running Biblical Art series, which the Bank of Israel has used since the 1990s to target the international collector and gift market — particularly diaspora communities and Christian pilgrims. The Queen of Sheba narrative, drawn from 1 Kings 10, has appeared on Israeli commemoratives before, making this a thematic return rather than a first treatment of the subject.

Production was handled by the Israel Coins and Medals Corporation, which contracts minting to external facilities depending on the series.
