Taiwan's New Dollar coinage was introduced in 1949 alongside the New Taiwan Dollar currency reform, a deliberate stabilization measure after hyperinflation had rendered the Old Taiwan Dollar effectively worthless — at a conversion rate of 40,000 to one. The Bank of Taiwan, rather than a government mint authority, served as issuer because the ROC's central banking functions remained legally complicated by the mainland political situation. Coins of this type were struck across a long production window with minimal design changes, and the nickel-brass composition was selected partly for its resistance to the humid subtropical climate of the island.
